Technology control is the goal of "technocolonialism"

U.S. Navy Commodore Matthew Perry (1794-1858) entered Tokyo Bay with four warships in 1853, under the orders of United States President Millard Fillmore (1800-1874). He issued an ultimatum to the Tokugawa shogunate, which was as follows: either end two hundred years of isolationism and open up to trade with the United States, or face the consequences of refusing to open up to trade with the United States. The Japanese gave these vessels the nickname “black ships” due to the black coal smoke that was emitted by their steam engines. This event was a defining point in the history of the Japanese.

The shogunate grudgingly consented to Matthew Perry’s requests after being confronted with this remarkable demonstration of scientific power, which illustrated the industrial might that had already enabled the British Empire to govern a significant portion of the world. The Treaty of Kanagawa was the result of this, and it was signed in the year 1854. Over the course of the following year, the Dutch presented the Shogunate with its very first steam-powered battleship as a gift.

Despite the fact that technology can pose a risk, it is also responsible for powering essential infrastructure such as schools and hospitals. Over the course of the 20th century, in particular, every single person has been inextricably tied to a broad array of technology. These technologies include interconnected systems such as energy grids, the internet, mobile phones, and computers, and now artificial intelligence (AI) chatbots. Additionally, as the Perry expedition demonstrated, technology is the foundation upon which state military sovereignty is built.

An Approach to the Beginning of a New Era of Technological Colonialism

With more than 750 bases spread over eighty nations, the United States of America has become the leading military force in the world. This is three times more than all other countries combined. The United States’ technical dominance has contributed to this status. However, the indicators of state sovereignty are undergoing significant transformations. The economic sovereignty of the United States is being progressively challenged by the growth of China, despite the fact that the United States’ financial sovereignty, which is maintained by the status of the dollar as the reserve currency of the world, continues to be intact.

In 2014, China became the largest economy in the world, surpassing the United States in terms of purchasing power parity while simultaneously crossing the threshold. China is the most important commercial partner for more than 120 nations, and its manufacturing output is roughly equivalent to that of the United States of America and the European Union combined. The two superpowers are currently engaged in a competition to control the design, development, and production of essential technologies such as artificial intelligence (AI), synthetic biology, quantum computing, and blockchain.
